The Russian Ministry of Education and Science issued an important order to amend the standards of basic general education. The last point of the order will be especially interesting for teachers - it greatly simplifies the structure of work programs. Whether we write less papers in reality, life will show.

However, judging by the changes made to the standard, drawing up a work program for each teacher should now take less time.

What was before the order?

The work program, in accordance with article 18 of the standard, had to include 8 points:

  1. an explanatory note, which specifies the general goals of basic general education, taking into account the specifics of the academic subject;
  2. general characteristics of the subject, course;
  3. description of the place of the subject, course in the curriculum;
  4. personal, meta-subject and subject results of mastering a specific academic subject, course;
  5. thematic planning with the definition of the main types of educational activities;
  6. description of educational, methodological and material and technical support of the educational process;
  7. planned results of studying a subject, course.

What has become now?

Now the work programs should contain only 3 points:

  1. planned results of mastering a subject, course;
  2. content of the subject, course;
  3. thematic planning with an indication of the number of hours allocated for the development of each topic.

That is, you do not need to write an explanatory note and a general description of the subject, give a description of its place in the general curriculum. It's no secret that all this redundant information was mechanically copied from one program and pasted into another. If a teacher has several classes, then he wrote the same thing several times in the programs, only increasing their volume.

The section describing the results of mastering the subject is also shortened: judging by the logic of the proposed changes, the description of personal and metasubject results goes to the school level, to the general educational program, and only subject results remain in workers.

The description of the main types of educational activities that is completely unnecessary in practice has been removed from thematic planning. It is now possible to do without listing the educational and methodological and material and technical support.

The proposed three-part structure seems logical: I define what I want to achieve, then I describe what material I will use to do it - and in the final I give an approximate breakdown by topics and hours (not by dates and lessons, as many reviewers require!). I would like the same structure to extend to the high school standard.

Now it is important that a variety of interpreters do not stand between the standard and the teacher, who will demand to add too much to the work programs (the issue with the form of the KTP, which is not regulated by the standard, will be especially acute). All participants in the educational process should be guided in this matter directly by the requirements of the standard, which has been changed, as we see, in the direction of relieving the teacher from paperwork. And it is by relying on the standard that the teacher must prove his innocence and the right to such relief.

The work program of a subject is a set of educational and methodological documentation that is independently developed by the teacher (teachers) of the educational institution on the basis of the working curriculum and sample programs of training courses, subjects, disciplines recommended by the Ministry of Education and Science of the Russian Federation, taking into account the goals and objectives of the main educational program school education and reflecting ways of implementing the content of the subject. Work program is a normative document that determines the volume, order, content of studying and teaching any academic discipline, based on an exemplary program for the academic subject.

Often teachers ask if they can use ready-made, published work programs or should they develop them themselves? If the published work programs meet the requirements of the Federal State Educational Standard, there is no need to duplicate them, and ready-made work programs can be used.

Of course, a teacher can independently develop a work program for the set according to which he works, observing all the requirements of the Federal State Educational Standard of General Education, taking into account the characteristics of the class in which he works, and present the work program as an individual creative document.

Starting to draw up a work program for a subject, a teacher needs to know well:

the main content of the course, that is, the corresponding section of the fundamental core of the content of general education, which is preserved regardless of which textbook the teacher is working on;

requirements for the results of mastering the basic educational program of the corresponding level of education in the field of their academic subject;

planned results of studying a subject;

a program for the formation of universal educational actions;

a program for the education and socialization of students.

A teacher can familiarize himself with all these materials by reading a sample curriculum in his academic subject and an approximate basic educational program of the corresponding level of education.

It should be recalled that the work program is not drawn up in general for the academic subject, but for a specific line of textbooks according to which the teacher works.

Requirements for the program:

1. The presence of signs of a regulatory document.

2. Taking into account the main provisions of the educational program of the school.

3. Completeness of disclosure of values \u200b\u200band learning goals.

4. The consistency and integrity of the content of education.

5. The sequence of the location and the relationship of all elements of the course content; determination of methods, organizational forms and means of teaching, which reflects the unity of the content of education and the learning process in building the program.

6. Taking into account the logical relationships with other subjects of the educational plan of the educational institution.

7. Concrete and unambiguous presentation of elements of the content of education.

Work programs are created taking into account:

. requirements for components of federal state educational standards;

. mandatory minimum content of basic educational programs;

. the volume of educational material for students;

. requirements for the level of training of graduates;

. the amount of hours of study load determined by the school curriculum for the implementation of academic subjects in each class (parallels);

. cognitive characteristics and cognitive interests of students;

. goals and objectives of the educational program of the institution;

. used set of educational and methodological support;

. information and technical equipment of the classroom (educational process)

Structure

The work program for any academic subject should follow the same structure as the sample program. This structure is defined by the Federal State Educational Standard.

The work program should include:

1. Title page.

2. Explanatory note.

3. General characteristics of the subject.

4. Description of the place of the subject in the school curriculum.

5. Personal, metasubject, subject results of mastering a subject.

6. Content of the subject.

7. Thematic planning of the training course.

8. Planned results of achievement by students.

9. Description of educational-methodical and material-technical support of the educational process.

I will give specific methodological recommendations for drawing up work programs of academic subjects in accordance with the requirements of the Federal State Educational Standard and their mandatory structural components.

1. Title page work program should contain:

The name of the educational institution;

The name of the course for which the program was written;

The level of the program (basic, profile level, in-depth or extended study of the subject);

Indicating the parallel, the class in which the course is studied;

Surname, name, patronymic of the teacher - the compiler of the work program;

Program approval stamp;

The year the program was drawn up.

2. Explanatory note the work program for the academic subject should contain:

the normative basis of the program (the federal component of the state educational standard (hereinafter FSES), an approximate program in a general education subject, an author's educational program in accordance with the educational and methodological package, an educational program of an educational institution, an educational program in a subject, a curriculum of an educational institution;

the goals and objectives of teaching in a given class;

distinctive features in comparison with the exemplary program (changing the number of hours for studying individual topics, rearranging the order of studying topics, expanding the content of educational material, etc.), justification of the additions and changes made;

the number of teaching hours for which the work program is designed, including the number of hours for conducting control (indicating the type), laboratory, practical work, excursions, projects, research, speech development lessons;

intersubject (metasubject) connections of the academic subject;

taking into account the characteristics of students in the class;

features of the organization of the educational process in the subject: forms, methods, teaching aids used by the teacher;

types of control (introductory, current, thematic, milestone, final, complex); - forms of control used by the teacher;

used educational and methodological kit (complete list).

3. General characteristics of the subject (this section describes the features of the content and methodological apparatus of textbooks, including how the fundamental core of the content of general education is reflected in the selected educational and methodological set);

4. Description of the place of the subject in the curriculum educational institution should reflect information about which part of the curriculum (mandatory or optional) and why this subject belongs to this or that part, how it should be implemented in terms of the number of hours per week by grade and the total number of hours. The description of the place of the academic subject in the program should reflect information from the curriculum of a specific educational institution, and not the basic one.

5. Personal, metasubject, subject results of mastering a subject which must be taken from the Federal State Educational Standard and can be supplemented in accordance with the characteristics of the selected textbooks;

6. Description of the value guidelines of the content of the academic subject should contain the value orientations of a specific academic subject, taken from the exemplary program and program of spiritual and moral development and education of primary schoolchildren of the basic educational program of an educational institution, and correlated with the content of a specific academic subject.

7. Calendar-thematic planning is one of the most important components of the work program, because allows you to distribute all educational material in accordance with the curriculum and the annual work schedule of the general education institution.

Calendar-thematic planning is developed for the academic year. The calendar-thematic plan should contain information about the sections and topics of the program, indicating the amount of study hours allocated for their implementation; topics of lessons within the framework of passing the topics and sections of the program, topics of workshops and laboratory lessons; topics of lessons of control of the results of assimilation of program material by students. Lesson distribution of educational material is carried out sequentially. The approximate timeframe for completing training topics is indicated according to the calendar of the current year.

In each reporting period (quarter, semester, half-year), the calendar-thematic plan of the work program must be correlated with the class journal and the teacher's report on the passage of the program material. In case of discrepancy, the teacher justifies and makes changes to the calendar-thematic plan, providing conditions for completing the program in full in less or more teaching hours.

8. The planned results of students achieving the requirements for the results of mastering the basic educational program (the teacher can take this section from the approximate basic educational program of the educational institution).

Requirements for the level of training students are a description of the goals-learning outcomes, expressed in the actions of students and really recognizable with the help of any tool (diagnostic). This list of learning outcomes includes specific subject and general learning skills and methods of activity. The basis for identifying the requirements for the level of training of students is the state educational standard of general education and the curriculum (exemplary or author's), on the basis of which the work program is developed. Therefore, the requirements for the level of training of students prescribed in the Work Program must not be lower than the requirements formulated in the federal component of the state standard of general education and the curriculum adopted as a basis.

When developing requirements for the level of training of students, it is necessary to take into account the peculiarities of their formulation. Namely, they should: be described through the actions of students; designate a certain level of achievement; be achievable and measurable; be described in a language understandable to students.

This section should contain:

a package of control and measuring materials indicating the number of the lesson, the date of the (control work, tests by class and topic, input and final work).

criteria and norms for assessing knowledge, abilities and skills of students (oral answers, control and independent work, test tasks, etc.).

9. Description of logistics educational process should also be presented in the table. When describing it, it is necessary to take into account the real conditions of the educational process of a particular educational institution. For example, if an educational institution has computer classes, then their use is planned in the work program of the subject, if physical education is planned to teach students to swim, then the presence of a pool should be indicated, etc. Electronic resources should be specifically listed, and not only indicate their availability on a specific site on the Internet. In the column "quantity" it is necessary to indicate the actual number of objects used in the educational process of a particular educational institution. Tables and chairs do not relate to the material and technical support of the educational process according to the work program of the subject.

List of educational and methodological support , which is a component of the work program, contains reference information on the output of exemplary and copyright programs, the author's educational and methodological kit and additional literature, and also includes data on the educational and laboratory equipment used.

It should be noted that the Law of the Russian Federation "On Education" does not define the requirements for the work program. Each teacher chooses an independent form of records, a text version of the work program. One of the options for the work program can be drawn up by analogy with the requirements for a typical curriculum. The teacher can make adjustments to all structural elements of the program, taking into account the characteristics of his educational institution and the characteristics of students in a particular class. For example, to determine a new order of study of the material, change the number of hours, make changes to the content of the studied topic, supplement the requirements for the level of training of students. This will allow you to see the features of the content implemented by the teacher, but does not contain information about the features of the organization of the educational process. However, in order to avoid discrepancies at the level of an educational institution, it is necessary to develop uniform approaches to the development and execution of work programs for teachers, securing them with the Regulation on the work program of a teacher.

The procedure for the development and approval of the work program

The work program is subject to examination .

The work program is developed by each teacher independently for one academic year on the basis of an approximate or author's program in the subject in accordance with the educational program of the institution. The number of teaching hours in a subject in the work program must correspond to the annual number of teaching hours in the school's curriculum for the current academic year. If the number of hours does not match, it is necessary to justify the changes in the explanatory note. When making changes to the subject matter, the sequence of studying the material, the number, duration of tests, etc. it is necessary to provide justification for the changes in the explanatory note.

The teacher submits the work program to the meeting of the methodological association of subject teachers for the examination of compliance with the established requirements. The minutes of the meeting of the methodological association of subject teachers indicate the fact that the work program meets the established requirements.

Then the work program is analyzed by the deputy director for teaching and educational work for compliance with the curriculum of the educational institution and the requirements of state educational standards, and the presence of the textbook intended for use is checked in the federal list.

After approval, the work program is approved by the director of the educational institution, puts the stamp of approval on the title page (top right): APPROVED Director (signature) Signature transcript. Date.

General requirements for the design of the work program

The text is typed in Word for Windows in Times New Roman font, size 12-14, single line spacing, no hyphenation in the text, justified alignment, paragraph 1.25 cm, margins on all sides 2 cm; centering of headings and paragraphs in the text are performed using Word tools, A4 sheets. Tables are inserted directly into the text. The curriculum is stitched, the pages are numbered, sealed with the seal of the educational institution and the signature of the head of the educational institution.

The title page is counted first, but not numbered, as well as the pages of the appendix.

Calendar-thematic planning is presented in the form of a table.

The list of references is built in alphabetical order, indicating the city and name of the publisher, year of issue, the number of pages of the document (book), if it has been fully studied. It is allowed to draw up a list of literature on the main sections of the subject being studied.
